FED:Govt narrowly votes down youth bill

CANBERRA, Feb 21 AAP - The federal government has narrowly avoided a constitutional
minefield, defeating an opposition youth allowance bill it says was invalid.
Speaker Harry Jenkins determined a Senate bill on student income, proposed by Nationals
senator Fiona Nash and passed by the Senate earlier this month, was unconstitutional.
Mr Jenkins on Monday said he had received advice that the draft laws appropriated money
and so required a message from the governor-general in order to be considered by the lower
